🏛 Proof Democracy DAO Charter

19th Draft — Supplementary Provisions on Delegation and Age Requirements

Chapter 1 — Philosophy and Purpose

The primary philosophy of Proof Democracy DAO is the democratization of proof. Through its realization, the DAO seeks to contribute to a fair and transparent society.

This philosophy is not merely a technological innovation. It represents an ethical and human-centered redesign of social structures, aiming to build a society in which people can live with integrity, mutual trust, and respect.

Proof Democracy DAO seeks to make maximum use of technology and blockchain to realize the democratization of proof.

Chapter 2 — Technological Foundation and Structure

The DAO is based on a two-layer technological framework.

1. Simplified Blockchain Registration Application

A mechanism intended to allow individuals to register their creations, contracts, and data with a simple operation and provide evidence of their existence and associated rights.

2. Blockchain Proof System

A system intended for educational institutions, medical institutions, companies, and public authorities to verify registered information and support its authenticity.

The framework envisions operating existing systems alongside blockchain technology, recording registration data on host computers and preserving corresponding evidence on a blockchain.

Its long-term objective is to connect institutional proof with cryptographic proof, creating a democratic and sustainable proof infrastructure.

Chapter 3 — Applications and Social Mission

Proof Democracy DAO seeks to develop blockchain as social infrastructure across five fields: healthcare, education, the economy, culture, and welfare.

1. Healthcare

Preserve medical records, clinical information, and other health-related data in tamper-resistant forms, supporting trust in matters involving human life.

2. Education

Securely prove educational histories, learning achievements, and creative records, preserving evidence of individual growth and effort.

3. Economy

Increase transparency in commercial transactions, contracts, donations, and support activities, contributing to an economy based on public benefit.

4. Culture

Preserve traditions, artistic works, and records of nature for future generations through blockchain-based evidence.

5. Welfare

Develop mechanisms that enable older persons, persons with disabilities, and local communities to participate with confidence.

Chapter 4 — Governance and Distribution

All decisions concerning the DAO's operation shall be guided by the philosophy of democratization of proof.

Token Distribution at Establishment

CategoryAllocationPurpose
Founder30%Establishment and supervision of the philosophy
Development Partners20%10% for the simplified registration application and 10% for the proof system
DAO Treasury30%Maintenance, development, and redistribution
Public Participants20%Public participation and rewards

Equalization of Holdings During the Public Transition

Once the DAO has secured sustainable revenue and reached a public-interest stage, the founder shall reduce or delegate token holdings to 15% or less. Development partners and other major holders shall similarly reduce or delegate their holdings to 7.5% or less.

This equalization principle shall apply uniformly without creating distinctions of personal superiority or inferiority.

Any excess holdings shall be transferred to the DAO treasury or a public-interest fund and redistributed through DAO governance.

The purpose of these provisions is to establish the DAO as a public and sustainable shared asset.

Chapter 5 — Future Vision

Proof Democracy DAO seeks to establish a new foundation of trust by organically integrating and mutually complementing institutional proof in contemporary society with cryptographic proof on blockchains.

The system may also serve as infrastructure for verifying existence, rights, and transactions in future metaverse environments, supporting trust across both physical and virtual worlds.

The ultimate goal is to realize the democratization of proof through technology and contribute to a society based on mutual giving.

The DAO commits itself to building the foundation of a new ethical and human-centered social order through practical implementation guided by its philosophy.

Supplementary Provisions

This charter establishes the fundamental principles governing the philosophy, operation, structure, distribution, and future direction of Proof Democracy DAO.

Age Requirements for Participation and Token Transactions

Participation in Proof Democracy DAO shall not be restricted by age, provided that participants can understand its philosophy and operational purpose.

However, if tokens issued within the DAO become transferable or exchangeable outside the DAO for economic value, such transactions shall be limited to persons aged 18 or older.

Participants under 18 are encouraged to obtain parental or guardian consent when holding or using tokens.

Amendments shall be made through DAO proposals and voting, with amendment histories recorded and preserved as evidence.

Definition of Delegation

  1. Delegation means assigning voting rights or decision-making authority to another person or DAO governance body while retaining ownership of the tokens.
  2. Delegation should be recorded and allow revocation and renewed delegation.
  3. The purpose of delegation is to prevent concentration of power and maintain democratic and public-interest governance.
  4. Delegates shall make decisions in accordance with the philosophy of democratization of proof.
  5. Delegation is established as a fundamental principle for distributing governance authority during the DAO's transition toward public operation.
